Detectives Briscoe and Curtis are called to investigate the death of a woman found dead in Battery Park. They soon discover that she is a government official from Baltimore, and are reunited with members of the Baltimore Police Department's Homicide unit. The New York detectives team up with Detectives Munch and Sheppard to uncover the mystery and secrets behind what seems to be a Washington sex scandal cover-up. Assistant District Attorney McCoy is hindered in building evidence against the murderer when he is subpoenaed to appear before an Independent Council to reveal information that he has gathered on the case. He and Carmichael work tirelessly to bring their case to court and to get a conviction without the Independent Council stepping in.
